need some help picking the right vps provider

hello i am looking for a windows SSD vps that has windows 2012 on it also 2gbps for internet speed like 900mbps download and upload 800mbps
the windows vps that i need to have can not be slow or laggy so if any one knows a windows vps hosting please tell me also it has to have admin rights and the hosting most allow me to upload and download
i am looking for offshore hosting
my budget is $30

Unfortunately, 2Gbps uplink on (SSD Windows) VPS with $30/m budget is not going to be possible..

You must be kidding josh405 $30 for such service is JOKE.
$1gbps unmetered - $200-300
Dedicated server (noone will give you VPS with 1gbps line) - $50-100.
Total $250-400 but... wait
You are looking for offshore?
So price would be 1.5-2 times higher.
Prepare at least $375 a month.

I recommend smarthosting as a good vps provider. I'm in ASIA Data center in UK but I'm experiencing good speed in lowest package.
