@sameev29, the best option is probably to utilize several domain reseller programs (ResellerClub, Enom, Resell.biz, NetEarthOne, OnlineNIC, etc.) and pick and choose the best registrar for the desired TLD. ResellerClub, NEO, and OnlineNIC do offer promotions that lower the initial registration prices on particular TLDs from time to time - though I've never seen a $1 offer.

If you are looking to sell domains I recommend either of these, I have used all three, but I only use ResellerClub at the moment.
