If you are using it for any business purposes I would avoid any unlimited plans, with a $10 budget your not going to really get a great deal of disk space and bandwidth.

@owenbick, there are some solid options available in your price range, just be sure to avoid packages that are unrealistic for the price point. CrocWeb, ThePrimeHost, Jonesolutions are a few providers for your shortlist that offer reseller accounts in this price range, there are many others as well.

The advertising forum is a good place to start your search as has been mentioned before but also a Google search specifying the location your are interested in may help and pull up a few hosts for you to consider.
