$50 budget you could just get a vps and create all the resellers you need bypassing the master reseller
and if you went unmanaged it would be below your $50 budget

However, do note that there might be a few additional expenses. For example, cloudlinux is a must for shared hosting environment and that prices around $12 - $15 / month on a VPS etc...

Check VPS offer section. You may find some good provider within your budget. Make sure you have cPanel included in your VPS package.

I would definitely get a VPS over a master reseller account. If you're not fond of overloaded servers then it would make sense to go for a VPS.
