Will be moving about 60 sites from Cpanel to Cpanel host. I want to minimize the time that mail is out of synch.

Experience has shown that about 12 - 15 sites per hr. get transferred, depending upon size and transfer speed, but other work can be done while that is going on. Would be a good time to have some Server hardening done as well.

Setting your ttls too 10 in /var/named you can use the replace command too do this, or even perl -pi -e
Give this a day or two before moving, and then just rsync everything including /var/lib/mysql, /var/cpanel
Once the intial one is done, do it again, even do it a few times so it only takes a few seconds too complete.
Change your dns, and then rsync once more and your done.
Downtime = 0, if you have really active database sites, just add mod_rewrite in apache before the last dns change, too redirect too an offline page. Rsync the data and change the dns, then you are finished, again at most 10seconds downtime.
I have executed this method plenty of times without any issues.

they run all my servers and have doene some very complex clustering and moving tasks for me on several occasions when I did not want to try it myself.....

Clustering sounds interesting. Did you setup one server to control another? I'd really prefer to do that so I could move over the more complex sites one at a time.
