Yes - You can get a reseller for this price if you do not mind a host that oversells the server to death. If you want FFMPEG on a $5.00 reseller account, then expect the server to be fairly unresponsive. It is simply a bad idea, I would not do it

That host if you do find one will not be reliable and secured they may be overselling or even ran by a child. I highly suggest you build your budget higher and then go with a company that has been around for a while now if not you will regret it and get ****** service.

Ultimately your customers will blame you if you choose an unreliable service and they experience high levels of downtime. I'd highly suggest raising your budget because web hosting customers generally care about 2-things the most; performance and support.
