Hello i think this is quite a beginner question, i hope i posted in the right section. Would you be able to use services like Cloudflare or Project Shield from your home environment to prevent small dos attacks?

Yes you can, once you set everything up on your home PC/Server and get the external IP address that runs your website, you can protect it using Cloudflare just like any other IP address on the web. Just as a side note, home servers are a really bad idea and shouldn't be used for production.
