my clients gets this as shared ip or not..

If you bought it for a reseller client then they too can have it assigned to one of their shared clients and can then act like above as a dedicated ip or they can also be used as a shared ip for the reseller shared hosting accounts.

It should change. A default page might show up for a few hours until it finally switches (12-24 hours)
