I'm using Apache on centos 7 with Plesk panel.
My server RAM 128 Gb.
This is my "top" result:
top - 04:34:51 up 2 days, 21:27, 1 user, load average: 0.08, 0.15, 0.14
Tasks: 188 total, 1 running, 186 sleeping, 0 stopped, 0 zombie

I think everything work fine with my server. But my server connection is very slow
If I want to open 1 page or submit new post, I got delay for start loading more than 4 seconds and waiting for loading page until finish more than 15-20 seconds.
Can someone help me, please!

Check with above url's and proceed with its recomndations. As you are using plesk there are some unwanted services that eat much resource in your server. You have to find it and disable it so that there is enough free resource.

The result of pingdom test is: 1.93 s
How can I know DB connections open? Can you help me, please!
Note: My site using database (wordpress and vbulletin). Everything work fine. But the connection is very slow.
Google pagespeed result: I got green.
webpagetest.org result: 2.846s
