how to fix blocked? ip blocked in UCEPROTECTL2 ?

Also UCEProtect do allow you to delist IPs, after 14 days of no activity I believe

As you mentioned, you are facing the problem sending emails to yahoo, gmail also, lost like there is large outgoing spam from your server. If you change your IP address before fixing the issue, you will be blocked again.
