Leaving aside the fact that you'll probably be using a programming language which will have a CPU/memory impact, the stress on the hard drives alone might put you outside the realm of shared/reseller hosting capabilities. That's without even considering the limited budget.

Search the dedicated hosting offers forum where they have dedicated servers for $25 - $30 per month.
