limiting view to specific referrer

i need some help here.
i have a server using that for downloading movies and series for my users, it is not hosting any website or DB, so i had used kloxo but now im facing some problems with bw thefts
when i was using Cpanle, i could limit accessing to server files with htaccess, but currently i cant use that on kloxo, even i cant run php files
now i wanted to know, is it possible to limit referrers access or i have to move back to Cpanel ?
in CPanle i had used these rules:
RewriteEngine on
RewriteCond %{HTTP_REFERER} !^http ://(.+.)?REFERRER/.*$ [NC]
RewriteCond %{HTTP_REFERER} !^http ://(.+.)?REFERRER$ [NC]
RewriteRule .*\.(avi|mkv|rmvb|mp3|mp4|rar|zip|exe)$ DEFAULT_PAGE/ [R,NC]
and was working fine to redirect all traffic except which had REFERRER as its http_referrer to DEFAULT_PAGE, a simple html page
