There are a few reseller providers that will allow you to install ipanel and they have mod_layout already installed. But i think they charge a bit higher costs for there accounts.
As for not having root access there is not a decent way to get this accomplished.
As for multihoster to this date we have not found anyone that was able to get the ads feature working. There is one peson on fwht that has a method of using htaccess files but your users can delete this from there accounts which will remove the ads from there sites.

Change the permissions via ssh to the reseller, and not the user.

i am at the process of installing the host on my server but i receive this message:

Could not connect to the database! Access denied for user 'nobody'@'localhost' (using password: NO)
i have tried everything but nothing works. HELP!
