European server would be nice, not a must tho3gb or more space40gb or more bandwithshell accessIP addresscPanel/WHMGood supportAllowed to run applications such as irssi.Thanks

You will find cheaper deals with US Server based companies than european companies.

There are some good UK hosts who may be able to work with you on that budget, although some european providers see greater prices with quality bw.
