Second NS on different location

I'm having troubles with our local ISP DNS server. Sometimes, it goes down for my name server. So, I have been advised to set my second name server on different location. When I contacted my webhost, they agreed that this will resolve my problem but I have to order a new server from different datacenter. which is obviously doesn't worth it to just do this simple task. I was wondering if there is a webhost or company or whatever thats provide such a service.? does anybody know? thanks in advance.

you can use any DNS hosting provider.
When you open an account with them, you will receive their NS server IP address which you'll need to give to your ISP to set as a backup NS for your domain.
You will then need to make sure that any DNS records that you might have are kept in sync between your current NS and the new (backup) one.
