simple (stupid??) question about jodohost

i'm considering jodohost reseller plans and i read this:
"You have the choice of paying for additional User Accounts/CPs at a monthly fee of $0.50/month or a one-time fee of $4.00."
now can anyone tell me if the one-time-fee is really a "one-time-fee" or a "one-time-fee per year"????

Did Jodohost give you the answer to your question? What was it?
