You could go with VPS or contact some resellers that you're interested in and ask them if they would make the desired edits for you.
I would image that as long as the change is reasonable quite a few hosts would offer to do this for you.

You dont actually need to change httpd.conf to accomplish this sort of functionality.
In H-Sphere (though I cant speak for cpanel - I am assuming it is similar) - simply request a dedicated IP. Now every request made for an "unassigned" subdomain will display the root site.
example - root site = domain.com
sub1.domain.com
sub2.domain.com
sub3.domain.com
will all display the root site (unless you have specifically created a subdomain with full dns zone -ie support.domain.com-)

**edit, Im also assuming you can handle something similar to this with .htaccess, but, I havent checked around to confirm
