Regarding overselling, companies that do not oversell generally are a bit more expensive, but they are generally more stable. I agree with the recommendation to go with the host that doesn't oversell.

They do allow overselling, however they themselves do not oversell and they do not overload the servers. If I were to exceed my plan's space/bw allocation, I can upgrade to a bigger plan at any time. They provision the servers in such a way to allow enough room for their clients to expand.
I would suggest that you take a look at their forum. This will give you a better idea of the level of service they provide.
For the price, I do not think you can find a better value wtih such excellent support.
