I at least know with cPanel that this cannot be done without pretty much root access to the server. If you want to resell space, perhaps you should look into your own server, find some sort of affiliate program or sales job, or even possibly split a server with somone you trust, although I wouldn't really recommend the latter. Hopefully someone will come along and prove me wrong in this post and suggest you a good provider, but I know of none.

If you have no experience with server administration I would not recommend a dedicated server unless you can also afford to pay a administrator.

If I'm not mistaken CitadelHost allows this. However, giving access to your client's Webhost Manager is another issue for your provider to remain anonymous.
