Bingo website vs Bingo apps

A friend is asking to find a developer so to design a Bingo 75 website. I contacted some people I know and they came back with the question: Is it Bingo 75 website of Bingo 75 apps?
Could anyone explain what is the difference between these two?

i.e. if the programmer is an APP programmer, and you asked about a website they would ask to try and get you to have an APP.
However, both are not likely to be a bad plan. If you have an APP, it needs a backend database to manage bingo games, which then means you have the technology there to have a website, and vice versa.
However, as a starting point I would suggest having a website to get things going. Apps (especially on iOS) can have a 2+ week wait on releasing updates, where websites can be upgraded and patched instantly. So start with a website, bug find and fix, then launch an APP after a few months so that you know that the backend is functioning perfectly before getting into peoples Mobile devices.
Also, if that was not the point... please provide more information

Thanks for the reply. He actually needs a website that accommodates bingo 75 software and slot machines where people register and play not really a mobile app site.
Something like Bingomania com and Cyberbingo com. That what I have been told.
Would that be very difficult and/or expensive to built?
