if you have flash CS3, it comes with an option to convert doc and pdf as well as other formats into an fla and comes in a nice viewer. You can convert your pdf files to flash movies and then load them into a movie as the user navigates.

Assuming the user has a PDF-viewer plugin (Adobe, or they have a Mac ), you should be able to achieve what you want using iframes. If they don't have the plug-in, they will be prompted to download the PDF instead.

Interesting, I think most users would have a PDF viewer though. But if you need to achieve this you can use swftools from http://www.swftools.org/

a while ago i searched for such a tool. botnyx.com converts any PDF to Flexpaper or Megazine3. you can create flash from a pdf without any knowledge.
