My server is a dual cpu quad core box. So I see 8 processors in WHM status page. Load is between 1-2 most of the time, sometimes a little bit above 2.
I've never used a dual cpu quad core machine before. When should I start worrying about the server load? When load is above 8 or what?

An average of 1-2 is great for an 8 core system. That would be great for a dual core. I could see that averaging up to 15 without a problem but as I said, there are many more variables to consider.

Dual cores can run around 20 without slowing down? That's great I was thinking mine would start to slow down after 8

A load average less than or equal to the number of processors means that you wouldn't benefit from an additional processor (although maybe some faster ones). There is no number above this that means anything that is not relative.
