I contacted my hosting support but they told me it's coding related issues.
I was on another hosting and include function was working fine.
I'm using this code in my html files.
and this code in .htaccess file.
AddType application/x-httpd-php .html .php .htm
so how can I enable include function?

have you looked at the source from the browser to make sure it's not being included, and not just not displaying for some reason?
also, if there are different versions of php, includes are done with slightly different syntax.

I know you have
AddType application/x-httpd-php .html .php .htm
in .htaccess but if you test it with a file with a php extension it may eliminate some possible causes.

Why? could be many reasons...
Are you absolutely positive php is installed? New VPSs, especially w/ CentOS / Fedora come with httpd installed, but not php.
yum install php
will install all php common files, then restart the web server.
Don't mean to bring up something stupid, but I don't think I was this asked directly, and your web server is definitely not parsing the php.
If it is, you are sure, and if you don't have any other sites, you could just dump your httpd / php and re-install.
It may save you a long long wild goose chase.

Now, we know that your server does handle PHP, because you posted the results of a phpinfo() call.
So, if you tell us the two filenames (the file containing the include code above, and the file containming the phpinfo() call), there's a good chance that will cast some light on the problem.

Contact the host, ask them why the handler isn't working, or change the file names to ".php" instead of htm(l).

Unless there is a certain reason, I'm not sure why .php is not used in the first place?
With the limited info, if suPHP is running, change include line to -
AddType x-httpd-php .php .htm .htm
(no 'application')
see if that works.
Also, some providers configs can be got around by using this method -
---
in a new .htaccess (not uploaded to server ):
AddType application/x-httpd-php .php .htm .html
AddHandler x-httpd-php .php .htm .html
Delete old .htaccess - don't overwrite.
Upload new .htaccess in ascii mode and chmod 777
This is a known fix for few "big boy" hosts (godaddy...)

You can also try adding directly to httpd.conf (restart afterward, of course)
AddType application/x-httpd-php .php
AddType application/x-httpd-php .phtml
AddType application/x-httpd-php .php3
AddType application/x-httpd-php .php4
AddType application/x-httpd-php .html
AddType application/x-httpd-php-source .phps
Barring that, check your syntax *carefully*, and see if there is a difference in your hosting environment...php4 vs 5? Apache versions? suPHP? etc.

write the following code
ssh in to your server
in shell execute
#php test.php
it should display 'haai' if php is there
also try to run test.php in browser too....
