Need programming for custom template...advice

Hi everyone. I've got a custom designed template that I need a programmer to finish so I can have a working website. While my site can have some staic pages, it also has a products page (ebooks and special reports) that need to be available for download, and a couple of media pages that need archives. I'm not a techie at all, and I need to be able to update the site myself...change/update text, add/delete products, add/delete photos. Can someone give me an idea of how it would be best to accomplish this? Should I have someone build a database for my site with an easy to use admin section? Should I have someone integrate (or however you do it) my site with a cms like Joomla? But, then, I'd have to learn how to use the cms and I couldn't even make heads or tails of Joomla's user's manual. I really need some advice on the best way to proceed. Thanks!

I don't know one language from another. I have hosting at hostgator, so whoever programs the site will need to make sure that it can be uploaded there.

Too few details. Tech. specs would not harm, in more formal way. You might be interested in visiting freelancers' sites such as ScriptLance.com and post your job offer there. Judging by the details you've mentioned, I can't assume how big the work is.
