If a CMS is UTF-8 compatible, then it can support Arabic. Example is Drupal which has a complete Arabic translation. I also know of Joomla that has Arabic translations.

hi thanks for your answer. I know those ones and they are not 100% supporting it. I was wondering if there is something simpler

What do you mean they don't support it 100%? You mean they are not fully translated? Or the default theme doesn't support Arabic completely? I looked at Drupal's translation, and it was done quite well (by the people at arabeyes.org), although it did have some errors (it was done in Egyptian Arabic, which is quite different than what is spoken here in Kuwait) we were able to fix the translations quite easily. There are some other small niggles (like not all the input boxes are UTF-8 enabled), but overall its very easy to modify. It took us a few man-hours to fix all outstanding issues with it; and once the theme was designed it worked perfectly. Do you have a specific need? There isn't any software that I know of that is 100% properly translated into Arabic, but since they are all open source; you can take the existing work and improve on it
