Yes it's down and no they aren't answering their phones.
Their support site still works; however, I am sure they are fully aware of this issue:

Anyone else having connection problems with gigenet? It seems really slow and unresponsive the last 30 mins or so. I thought it was my server, but gigenet.com was slow connecting as well.

Looks like they're getting an inbound DDoS attack right now, just got the email as I hit send.

A customer on the network was receiving a large DDoS attack that was causing network issues. It should be mitigated now and everything should be almost back to normal. I apologize for the inconvenience.
