Network Outage in Belgium?

Seems like there are weird ups and downs between major providers in Brussels, Belgium and the rest of the world. Impossible to ping from some providers in Belgium to the US, and impossible to ping from France or the US to some providers in Brussels. Anyone noticing similar activities? Try pinging http://www.tmf.be/ from the US or France, or even http://www.rackboost.com/ Is it only me? Just realized my title is a bit exaggerated....
