Data center is where the servers are. ie, where the content is hosted/stored. A Web Host needs data center to store / deploy hosting packages. A web host is more like a company which runs a data center.

A data center is a physical location where clients (including web hosting providers) can collocate their servers on racks, or lease servers from that center. Web hosting providers don't necessarily need to be hosted in data centers, although that is certainly recommended. Dedicated connectivity can be provisioned directly to a residence or business, whereby they can offer web hosting services to their clients.

A web host is a hosting provider. A data center is where you store (host) servers.
