We are a property development company based in Canada, looking to move to a new host (from GoDaddy).
We are looking for Managed WordPress plans.
Budget is around $15 per month.
Any recommendations for best Managed WP plans?

As others have mentioned, a properly Managed WordPress host is not going to be under $15. The costs of management, quality, and a customized account will be more than a regular account, and the higher costs cover those costs and staff behind those costs.
You will find hosts that claim to manage WordPress, but after signing up, you will find that you're still managing everything, and the speed and quality are no different than a $5 account. Not what you're looking for.
If you increase your budget a little, you will have more options to work with. Which coast within Canada are you located, and will the visitors of the website be within that area, or do you manage properties across the country?

Within your search, are you looking for a sole Canadian company, or that has servers in or near Ontario? Over the years, there's been improvements with Server hardware and networks, and a WordPress host that operates within the Eastern Coast will still serve web pages quickly to visitors from Ontario.
Do you have specific plugins or needs that hasn't been met at GoDaddy?

15$ will be too much for shared hosting. There is also no difference between normal hosting plans and Wordpress plans. Just try to just companies with servers in Canada.

That's not exactly true isn't it? Depending on the company, managed wordpress can mean an isolated wordpress instance running on a VPS with actual people optimizing each wordpress to the customer's requirement. Not all company just throw softaculous auto install on a shared hosting and call it a wordpress plan.

OP has already done their research (see another recent thread of their's in the same forum) and stated that they are looking specifically for WordPress Managed service. It implies OP is not interested in the regular 'shared hosting'.
