In your cPanel you should have a section under Backup to do this. You can also purchase something such as JetBackup to do this.

Why not just install Filezilla FTP on the windows server and use the builtin FTP backup option of cPanel?

I can't see any reason why you would not want to use ftp. Just configure your cPanel backups to ftp over to your windows server.

You can generate local backups then "pull" them from your windows server. But as others suggested, using FTP transfer would be quite straightforward vis cPanel interface.

If you want to use the inbuilt cPanel backup utility to take and move backups to your windows server, you would need to run a FTP server application on the windows machine first. Something like, FileZilla Server. Then setup your cPanel server to push the backups to a Remote FTP location, which would be this windows server.
