So I need a dedicated under 60-70 with a core i7 cpu, anyone know a good hosting with promotions for like february or coupons?
Also if the windows license were free that would be good as well, like a trial windows server 2012 r2

You should inquire with the provider, most will install windows trial for you for free.

They would likely need to not be a SPLA partner to be able to do this, as partners are not technically suppose to assist in third party installs.

i7 processors are not something I see often anymore, you should contact a few providers and let them know your resource requirements along with the budget, I'm sure someone will accommodate and provide a CPU that will meet your needs. Perhaps even an E3.

The i7's offer much better single thread performance than the E3 or E5 series. They are becoming more popular for game server hosting because most game server software doesn't utilize multiple cores.
